aww. it's because a lot of people rather let others come up with a plot and just join if something sounds interesting it's the same with a new book or movie if it sounds interesting they will like it and join.

Still, it's hard to do a plotless rp (from experience) You need dedicated people, who are also more than willing to input their own ideas as plot if one finishes up.
